In order to tackle the urgent stranglehold technology problems facing Xinxiang industries by extensive use of external innovation resources, the Xinxiang Municipal Science and Technology Bureau has selected a number of major technical demands, and now hereby releases them.

技术攻关类揭榜方应为国内外有研究开发能力的高校、科研机构、企业或其组织的联合体；具有较强的研发团队、科研条件和自主研发能力，在相关领域具有良好科研业绩、具备较强的国际影响力，有能力完成张榜任务；能对张榜项目需求提出攻克关键核心技术的可行方案，掌握自主知识产权；具有良好的科研道德和社会诚信，近三年内无不良信用记录。

The bidders of technology research and development shall be a university, a scientific research institution or an enterprise with independent legal personality registered inside or outside China; shall have an excellent research and development team, scientific research conditions and independent research and development capacities, make great scientific research achievements in related fields, show strong international influence, and be capable of accomplishing bidding tasks; shall propose a feasible solution to key or core technologies of the project, and own independent intellectual property rights; and shall have good scientific research morality and social integrity, and no bad credit records in the past three years.

成果转化类揭榜方应为有技术需求和应用场景的新乡市具有独立法人资格的企业；拥有较强的成果推广应用队伍，能够提出科学合理的成果转化方案，积极开展示范应用；能够提供成果转化所需的资金、场地、市场等配套条件；积极开展示范应用，努力扩大社会应用效益；应具备良好的社会信用，近三年内无不良信用记录或重大违法行为。

The bidders of transformation of scientific and technological achievements shall be enterprises with independent legal personality in Xinxiang City that have technical needs and application scenarios; have a strong team to promote and apply the technological achievements, and can propose scientific and reasonable results transformation programs, and actively carry out demonstration and application; can provide funds, venues, markets and other supporting conditions needed for results transformation; actively carry out demonstration and application, and strive to expand the social benefits of application; and shall have good scientific research morality and social integrity, and no bad credit records in the past three years.
